All Part 135 certificate holders and Part 91.147 air tour operators must develop and implement an SMS under 14 CFR Part 5 and submit a Declaration of Compliance to the FAA by May 28, 2027. This includes charter operators, air taxi services, air ambulance providers, commuter airlines, and air tour companies.
